Design document for `lore who` — a people intelligence query layer over existing GitLab data (280K notes, 210K discussions, 33K DiffNotes, 53 participants). Answers five collaboration questions: expert lookup by file/path, workload summary, review pattern analysis, active discussion tracking, and file overlap detection.
